You may lodge an application under the Government Information (Public Access) Act to inspect the file at the Civic Centre (ground floor), Byng Street, Orange during normal office hours. Because these applications are not specified as "advertised development" under an environmental planning instrument, there is no formal process provided for submissions on the proposed developments.
